The Research On Problems And Solutions Of Organization Establishment Management Of County-level Government

Organization establishment is an important ruling resource for the Chinese Communist Party.For the management of the organization establishment,which is fundamental and pioneering work for deepening reform of the CCP and national institutions,improving the Party's ruling ability and leadership level,promoting the reform of the administrative system and operational mechanism,and for standardizing the government power,carrying out the management work well.As the local government,the county-level government is equipped with organization establishment.Strengthening the management of the organization establishment in the county-level government is fundamental to the consolidation of our Party's ruling status and to the perfection of local construction.However,at present,the county-level government has exposed serious problems in the management of institutions,functions,establishment and personnel control,and the organization establishment is relatively backward in the matter of scientification,normalization and legalization,which has been difficult to meet the demands of grassroots social development in China.Now there is less research on this topic,and most theory researches have just concentrated on macro institutional reform or on the research fields such as functions,responsibilities and staffing and so on in a single direction with a lack of further and comprehensive study on the micro level.On the theme of the management of the organization establishment in the county-level government,this paper taking A County,Jiangsu Province as a case,on the basis of theoretical analysis of A County's organization establishment management,will show the problems and shortcomings with specific cases in the management of organization establishment such as the management process is not standard,the management of institutions and staffing fails to reach the ideal goal,and the personnel control is not scientific and so on through the method of field research and data analysis,etc.In the paper,mechanism,function,establishment,personnel and other elements will be combined together,and the reasons behind the management problems such as subjective understanding,policy restrictions,powerlimitations and competence defects and so on will be given an overall consideration and analysis.With the help of learning from advanced experience in the management of organization establishment at home and abroad,this paper,adapting to the trend of the times and the reform background since the 18 th CPC National Congress will put forward countermeasures to improve the management of organization establishment in the county-level government from the perspective of enhancing ideological understanding,uniting departments' strength,innovating management style and strictly enforcing discipline of organization establishment and so on,which will provide new ideas,new methods and new contents for the management of organization establishment,thus making the system more perfect and sound,and promoting the transformation and optimization development of the organization establishment.
