The18th National Congress of CPC says that we should carry on combating corruption and building a clean government with Chinese characteristics. It’s of great importance to look into the root cause and symptoms as well as tackle problems in comprehensive ways. Meanwhile, we should hold firmly to build the full-promoted system of both punishment and prevention. With the coming age of mass media and data, the traditional combating corruption system is being changed by the ubiquity network. Combating corruption by the network has become a bright spot in recent years. Compared with the traditional way of combating corruption, the new way not only has its own distinctive characteristics, but also shows its unique features, which has an positive influence on combating corruption. Thus, it has become one of the most important ways to fight against corruption.The scientific studies of this paper are combined with politics, jurisprudence, sociology, journalism and ideological and political education. It studies our citizens’ anti-corruption through network from democratic point of view, analyzes the matters caused by the citizens’network anti-corruption and induces its forms, characteristics, effects and causes. Besides, it tries to put forward advice on development and regulation. It aims to guide and encourage the citizens to combat corruption through network in a better way. It hopes to standardize and restrain the behavior of the citizens. What’s more, it aims to bring the influences of citizens’network anti-corruption into full play to protect the rights of the network crime-reporter. In that way, it can promote the development of the citizens’ network combating corruption.
