China has achieved great economic success since the Reform and Opening-up. Compared with the economic development, the backwardness in the societal construction has caused various conflicts. Some conflicts even come to the brink of eruption in some fields and have even broken out in certain regions, which inflicts serious damage on China’s society and adversely influences the healthy and sustainable development of economy, thereby reducing the happiness and satisfaction brought by economic development on the part of Chinese people.As regards the missing parts in societal construction, the administration and service systems implemented in the grass-roots communities are thought to be an essential one. The community-level administration and service are connected with political system and social structure and are related to people’s life and social order. Party committees and governments at all levels are actively exploring the community administrative system and mechanism compatiblewith the current economic development and have accumulated a wealth of practical experience, as a result lots of so-called “models” are proposed. However, owing to the factors of history, culture and existing institution, the reform and innovation of current community-level administration and service are being caught in a dilemma. More importantly, the administrative management is actually opposite to the community autonomy. In other words, the administrativemanagement is strengthening while the space and channels for democratic autonomy is beingsqueezed. Under such circumstances, none of the various types of practice and exploration islikely to become a leading model, let alone popularize it..Some scholars focus on two branches of theoretical research. They pay attention to either the theoretical research that is far away from reality, or the so-called reform and innovation in different regions, summarizing the experience and even raising it to the level of “model”. The former is remote from the reality.The latter is closely connected to the authorities. The research aims are so utilitarian that the scholars are reluctant to conduct a comprehensive, object ive and sober analysis and assessment of local practice. Of course, a few scholars still pursuediligently in theory as well as practice, they have not given much voice.The present thesis consists of four chapters. Chapter1discusses the concept, subject andconnotation of community and community governance. Chapter2presents a comparative analysis of different practice patterns in various regions throughout China. The next part, Chapter3, emphatically analyzes the difficulties confronted with the current community governance. Chapter4puts forward suggestions for improving the status quo of community governance. Based on its comparative analysis and summary of the innovative reforms carried out in different regions, the present study is expected to discover the principal laws of community governance, thus to provide constructive suggestions for reference.
