Sea power, is always an ancient and new topic. Since this word emerged, it had developed with the changing of the times. Under different social backgrounds and historical stages,different countries and their people have different understandings of sea power. No matter how time changes, however, the constant is that the relationship between the sea and the sea power.That is,sea is the carrier and the foundation of sea power. As to China, sea power is a familiar but also unfamiliar topic which may triggers the most complex feelings of the Chinese people. In the history,Chinese had the glories that Zheng He and his great fleet visited the Asian and African countries for seven times,but also suffered the miseries and the humiliations brought by the foreign invaders.Today, the sea is becoming more and more important to China, constructing powerful marine country and developing strong sea power has become an emergent task that we should take. Many Chinese people know that developing strong sea power of China is important, but many Chinese people still don’t have fully understandings on the development of sea power of China.Aiming at this situation, this essay studied these questions on the development of sea power of China:what are the meanings of sea power of China and what are the significances of developing sea power of China? What are the problems in developing sea power of China? What principles should we follow in developing sea power of China? What are the specific ways in developing sea power of China? For these questions, excluding the introduction and the conclusion parts, this essay is divided into four parts. The first part mainly illustrates the meanings of sea power of China and its significances.The meanings of sea power of China are power of the sea and sea rights, the significances of sea power of China are sea power is related to China’s national securities, government solidities and the future of Chinese nation.The second part expounds the problems in developing sea power of China, they are divided into two parts, domestic part and external part. Domestic part includes the consciousness of sea power of Chinese is not strong; the marine legals are in chaos, marine managements are scattered; the constructions of China navy remain to be further strengthened. External part includes that the strategy channels of China are threated,the violations of marine rights and interests of China by other countries are serious,conflicts break in many points in the sea areas around China. The third part discusses the principles in developing sea power of China, that is, basing on an overall situation, insisting on two things that don’t move, carrying on three overall planing. The fourth part discusses the specific ways in developing sea power of China, they are establishing the sea power consciousness of the whole Chinese nation; perfecting the Marine legal systems and promote the reforming of Marine management institutions;strengthen the construction of China navy vigorously;developing the Marine economy and Marine science and technology; exploring the seas and oceans in all aspects; giving play to the role of diplomacy, strengthen the marine international cooperations.
