From The Point Of Social Governance Innovation,Research On People’s Mediation System

With rapid development of Chinese economy in recent years, social stratum and interest arrangement have changed profoundly. Meanwhile the polarization between the poor and the rich has become more and more obvious, which leads to many social problems. As one of the alternative dispute resolutions, the social and economic values of people’s mediation attract much attention. However, nowadays people’s mediation is facing serious challenges. Lawsuit has been increasing annually, but dispute settlement ability of people’s mediation has shown a downward trend, which is a sharp contrast to the booming alternative dispute resolution (ADR) in other countries and regions of the world.This paper focuses on the research of improvement and innovation of people’s mediation system from the point of social governance innovation. Taking Fuzhou city for instance, the writer expounded the present situation and analyzed the difficulties of people’s mediation. At the same time, many kinds of successful ADR modes from other countries and regions were introduced in this paper. As a conclusion, the writer provided some suggestions on improvement of people’s mediation system as follows:making good use of the Third Section, carrying out the grid management mode, and broadening the mediation field, so as to increase the settlement level of people’s mediation and innovate the People’s mediation system. Meanwhile, trying to build diversified solution system for social disputes is also a must. The system is designed that on the basis of people’s mediation, we will establish Big Mediation System which includes people’s mediation, administrative mediation and judicial mediation, integrating social resources and making use of comprehensive control, letters&visits, legal aid, notarization, judicial expertise, legal popularization and so on to serve harmonious society.
