The third plenary session of the18th party central committee of CCP has proposedthat the general goal of deepening the reform of comprehensive national governancesystem is to promote the modernization and governance capability. Communitygovernance is a basic project management of the state and society. It shoulders to buildnew grass-roots social governance system historical mission. In the rapid urbanizationprocess, the traditional management mode of community governance has becomeincreasingly difficult to continue. It is urgent to explore a new governance approach. Inrecent years, some local actively explore the practice and create a lot of experience andmodel. This paper takes Changzhou urban community governance system ofexploration and practice as the sample. It is based on the model of urban communityconstruction and efforts to build a new urban communities around the governancesystem conducted in-depth research and discussion, that "government-led-neighborhood execution ’mode of control is difficult to adapt to the needs of the newurban community governance. Put forward a kind of multi governance system of thepresent social reality of historical development and the new urban communitygovernance based on demand. The study proposes some countermeasures andsuggestions on urban community governance model from many angles to strengthentop-level design, the system innovation, the cultivation of the main body, the intelligentcommunity, the party and government leadership and the good governance culture.
