Government Incentive Mechanism Of Energy Saving Building BASED On Principal-Agent Theory

The concept of building energy conservation is accompanied by today's energy consumption generated since birth, they concern many scholars at home and abroad, has become a hot issue in China and global concern. According to statistics, the 2015 completion of the new construction area reached 3.92 billion m2, but also increasing year by year,2020, will be the new construction area of about 20 billion m2, thus generating a huge amount of construction works building waste would be shocking. Since the reform and opening up, China's rapid economic development, but the life of the building, no growth, the average life expectancy is only 30 years or so, short-lived building awaits demolition will generate a large amount of construction waste per year, with completion of the new building generated number, total amount of waste of construction has accounted for 30%-40% of the total municipal solid waste. A huge amount of construction waste has aroused national attention. During the second five, the state should explicitly requested to facilitate the construction of ecological civilization, to create a low-carbon housing target, and comprehensively promote the development of the concept of low-energy construction industry, construction industry to achieve green development, cycle development, low-carbon development. This goal requires us from building the project design, construction, operation, maintenance and other parties in the face of an overall energy conservation plan, the construction industry to promote comprehensive, coordinated and sustainable development. In recent years, China has made in terms of energy saving residential construction some achievements, but compared to American and European countries, it is still at a low level line, the pace of development stagnating. Many reasons for the slow development of building energy conservation, but the status quo of the development of building energy conservation, not difficult to find a lack of strong support from the government level is one of the main reasons. Therefore, the study was to investigate the promotion of energy saving building the main motivation and incentives from the government to build the system, multi-level technology, the promotion of energy saving building has a very important significance.This paper describes the background, purpose and significance of promoting the development of energy saving building government incentives, a clear research ideas and to make use of the basic theory. Followed by the promotion of energy efficiency in building our analysis identifying obstacles to the promotion of building energy efficiency reasons, starting from their own interest demands the government, enterprises, three main public, the use of principal-agent theory analysis of the relationship between them, the traditional construction companies as a starting point, the design of government subsidies for energy-saving construction enterprise incentive model, construction waste disposal fee levied by the Government of the traditional construction enterprises of energy saving incentive model, government promotion of public buildings constitute the spiritual energy conservation incentives government incentives. Then, the government collects construction waste disposal fee for conventional construction enterprises of energy saving incentive model as a guide, the empirical analysis. Finally, on this basis, we propose the promotion of China's building energy saving measures and suggestions.
