Our country is one of the most earthquake-prone countries in the world. The earthquakenot only brings loss of life and property, but also tests our ability of earthquake relief. Thestrongest advantage of the government is that it possesses the abilities of resourcemobilization and social organization. That is why in the process of earthquake relief, thegovernment must be the first obligor, whose job is to save lives, protect property, restoreorder and rebuild public space. But the government has weaknesses, such as being slow inmovement and unable to meet personalized requirements. NGO can just make up for theinadequacy of the government, and play a complementary role for the government. Academiccircle has been advocated cooperation between the government and NGOs, but they neglectthe cooperation between NGOs.The development history of NGOs in China is not long, but they play a very importantrole in economy, politics, culture, society, education, science and technology and other fields.NGOs are growing rapidly both in number and scale in recent years, but there are manyunsatisfactory aspects in the disaster relief which make NGOs function abnormally: limitedresources, disordered participation, duplicate supplies, etc. Therefore, it is necessary to formand strengthen the cooperation between NGOs in the earthquake relief to gather NGOs'sresources, enhance the accumulation of social capital and improve organizational ability.This article analyses the key elements in the cooperation between NGOs and five kindsof cooperation forms. And on this basis, this article tries to come up with the idea which willpromote the cooperation between NGOs.
