Placement of retired military officers is a strategic issue with wide ranges. It is not only related to stability of the military, but also related to national stability, economic development and the harmonious of society. In2001the state council and central military commission promulgated the "Interim measures for resettlement of demobilized officers’ jointly, which proposed the resettlement system of implementing the combination of government plans and demobilized officers choosing jobs for themselves. It has greatly eased the pressure on the party and the state of the resettlement of the veterans, and has received good result. But as the establishment and the perfect of the socialism’s market economy, the present model of the settlement system for the retired military officers cannot solve the problems encountered in the practice of market economy and the planned economy. The administration methods for the settlement of the retired military officers after they left the armed forces by the government cannot meet the requirement of marketed collocation of the human resources. Because the Chinese system of retired officers of the plight of the resettlement has not been fundamentally solved, the "government failure" phenomenon has become acute. Political system and economic system increasingly obvious deep-seated contradiction in a direct impact on the thinking of active duty military forces and stability and the service warm, resulting in a number of social instability. Professional-oriented army officer is not only the basic trend in military around the world, but also the key point of scientific development and reform of human resource policy. Under the premise of adequate financial resources, we should formulate and implement the professional officer security planning according to the requirements of officer professionalization to explore talent market system of officers, get rid of disharmony between retirement security systems of officers and national personnel system.Due to the reality and urgency of the retired officer’s placement work, this paper, according to the logic of rising questions, analyzing problems and solving the problem, supports and builds on the achievements from researchers and scholars home and abroad, elaborates on fundamental connotations of the correlative concepts by analytical and inductive reasoning, combs with the diverse declarations on the placement system for retired officers from our successive National Leaders, reviews the historical process of the reform of this placement system, with documents, comparison and policy analysis tool. Taking the retired officers placement in shanghai as an example, the paper reveals defects and shortcomings in the Interim Measures. On the basis of above, the paper dissects the main causes of some actual problem, obtains beneficial apocalypse on the basis of describing and analyzing the three typical placement models of some foreign countries under the military professionalism guide. The paper analyzes the necessity and possibility in an all-round manner of the resettlement system’s reform, put forwards the principles and prerequisites of the resettlement system’s reform, and design the framework of the institution. Finally, the paper brings forward the measures and methods of reformation for the current placement system of retired officer under the military professionalism guide, especially focus on the establishment and progress of promotion of exchange mechanism, restriction of the officers’ service life, education and training system, wages and welfare, and the retirement security system. At the same time, the paper also puts forward some countermeasures to strengthen the execution of the system.
