In view of the ideological characteristics and thereforming difficult of short criminals, it has important practical and theoretical significance toexplore the way ideological education, and perfect reforming method for short criminals, andto ensure the effect of ideological education.This paper analysis and definite the concept and reforming methods of short criminalsbased on the concept of short criminals, and Ideological and Political Education, andIdeological education reform, the Internal action principle and the guiding role of Ideologicaland Political Education as well as the theory of Psychology. Based on a survey of a prisonarea, we found that many specific factors such as the kinds of criminals (Drug, property,violent) age and culture degree affect the ideological situation in showing pessimistic,opportunistic, and beguiling. Base on the analysis of the characteristics and difficulties ofshort criminals, we found many problems of short criminal ideological education reform inthe existing system of china. For example, the limited ability of educator, and the conflictbetween the short criminals and reforming, as well as uncomprehensive content and lack ofmeans. We put forward a series of countermeasures. The first is to determine the content ofIdeological Education Reform: ideal and faith education, legal education, psychologicalhealth education. Secondly，planning for the stage of short criminal Ideological educationreform, Including prison education at the early stage as well as build trust in government inmidterm, and the future education at the last stage. Thirdly, we should not only improving thestandards and the ability of educators as well as enrich the means of education but alsoimproving the method of the ideological education of short criminals, such as effectiveindividual conversation, strengthen the special time, expand help and education groups,increased skill training etc. Finally, we should strengthen the ideological education byconsummating the supervision system to ensure the effect of the Ideological education reform.
