Study On Government Functions In The Construction Of The Beautiful Countryside Of Fuping County

The construction of "beautiful countryside" is the key project for China to promote ecological civilization.In the eighteen major report of the party,the concept of "beautiful China" was first proposed.In order to promote the construction of the new countryside,in 2013 the central No.1 document put forward the direction and construction goal of "beautiful countryside".Since then,the exploration and practice of beautiful countryside construction have begun.In the nineteen major party,the development strategy of Rural Revitalization was further put forward.In 2018,the central document of the Central Committee of the CPC put forward the original development of agricultural and rural areas,adherence to the main status of farmers,the development of urban and rural integration,the persistence of harmony between man and nature,insistence on local conditions and gradual progress in the construction of beautiful countryside in 2018.It provides important guidance for the local governments in promoting the construction of the beautiful countryside.Therefore,how to better play the role of government and promote the construction of beautiful countryside has become a topic worthy of further discussion.Fuping County is a national poverty county.Through the construction of beautiful countryside,the relocation integration has become an important work for the county to get rid of poverty and build a well-off society.In order to improve the housing conditions of farmers and the goal of overall development of urban and rural areas,in 2015,Fuping County started a beautiful rural construction work.In this process,the government made full use of the government.It has made some achievements and has faced some problems.Under the guidance of the theory of market failure,the theory of service-oriented government and the theory of rural governance,this paper makes a serious analysis of the function of government functions in the construction of beautiful villages in Fuping County by using the method of field investigation and case study,and through the comparative study,we have made a comparative study of the village of hahao Tang and Anji in Zhejiang,Henan.The function of the government in the beautiful countryside construction has been used for reference.On this basis,this paper puts forward the Countermeasures of improving the government functions in the construction of beautiful countryside in Fuping County,in order to provide some reference for the construction of beautiful countryside in other areas through the exploration of the beautiful rural construction in Fuping County for the local development.This article is divided into three parts,the introduction part mainly describes the research background and significance,the body part is divided into five chapters,the article from the analysis of key concepts and relevant theoretical basis,the basic connotation of rural and beautiful countryside and related theoretical basis are expounded.Taking Fuping County as a case,starting with the construction of beautiful countryside,this paper briefly expounds the basic functions such as correct guidance,planning and design,fund support,organization guarantee and follow-up guarantee in the construction of beautiful countryside.On this basis,the status of government functions in the village construction of beautiful village in Fuping county is scientifically compiled.The five aspects of the planning,the protection of the ecological development,the innovation of the system and mechanism,the establishment of the benefit guarantee mechanism and the follow-up industrial security based on the demand of the masses are analyzed in depth.The problems of government function in the construction of beautiful countryside are further thought from four aspects,which are not obvious in the direction of publicity,the lack of funds,the government's management and control mechanism and the unbalance of the work.At the same time,the reasons are analyzed from four aspects: the government coordination mechanism is not strong,the government financing channels are not stable,the government post management is out of position,and the inner motivation of the beautiful countryside construction is insufficient.After elaborating several aspects of the present situation,existing problems and reasons analysis of the government functions in Fuping County,the functions and functions of the beautiful village government in Henan hahao village and Anji County of Zhejiang are used for reference,and it is proposed to strengthen the organization guarantee force,strengthen the publicity guidance,optimize the fund guarantee and establish the government.The six aspects of the new rural governance system,the improvement of the comprehensive security level and the implementation of the responsibility system provide the Countermeasures for the improvement of the government functions of the beautiful countryside construction.
