On Social Security Of Public Participation In Policy-making

As China’s social security policy is extremely important in the public policy system component in maintaining stability, maintaining the livelihood of the people play a unique and irreplaceable role. Establishing a social security policy-making mechanisms for public participation is the political, economic system and further development of the social security system in urgent need of reform, social security policies for achieving fairness and completeness of the important guarantee. Since the disadvantages of the traditional system of public decision-making and bureaucratic decision-makers, but also because the quality of public areas and by the limitations of the concept, leading to China’s social security policy-making lack of public participation.This paper defines the social security policy and the concept of public participation, analysis of public participation in policy-making the need for social security. The author believes that public participation reflects the essence of the social security system, social security policy is to improve the way a necessary, beneficial to the public the right to the effective realization of social security.This article also summarizes the policy of public participation in the development of social security status of profound analysis of existing problems and the reasons for lack of public participation. This paper presents, present, China’s participation in elections through the impact of public policy development, through participation in the hearing will present their views and suggestions for activities in the government demand letters, conveyed through the willingness to participate in social group activities, but there are still some problems, such as public participation the overall level is not high, these issues undermine the fairness of social security policies, resulting in the implementation of social security policy is in crisis. The reason is mainly low level of economic development, traditional political culture, public participation in government decision-making departments of the subjective exclusion, the degree of public participation and involvement of the rational ability.To solve the above problems, this paper put forward a sound social security of public participation in policy-making strategies are:to accelerate the institutionalization of public participation, and strengthening the system of protection of public participation; get rid of outdated ideas, to create an enabling public participation Political culture; ability to enhance public participation, focus on improving the level of public participation; establish and improve the methods and channels of public participation.
