Promoting citizen participation in public policy making is the performance of scientific and democratic. With the development of political civilization and policy sciences in China, the government pays more and more attention to encourage citizens to participate actively in the public policy-making process. Due to the development of information technology and the wide spread of the network, more and more citizens began using electronic means to participate in the proposal of public problems, policy agenda setting, preparation of policy options, and the implementation and supervision of the policy options. The citizen e-participation in public policy making become a new channel for citizen participation, and the social media, which is represented by micro blogging, blog, wiki, etc. become the main carrier of participation. With the literature research and case study method, this article analyze the social media in public policy formulation of the "discourse effect" from theoretical point of postmodern public administrative discourse theory, study the status of social media in public policy-making,point out the dilemma of the use of social media by citizen to participate in public policy, and in the angle of cultivating citizens’sense of participation,enhancing the ability of citizen’s e-participation, strengthening the information infrastructure, promoting the social media technology, enhancing the level of operation and management of social media, and improving citizens’orderly participation mechanisms propose countermeasures to improve the citizen’s e-participation.This thesis is divided into six parts, respectively for the introduction, related concept definition, theoretical considerations, current situation analysis, research problems and countermeasures, which are detailed as below:The first part described the background and significance of this study. It summarized three aspects of articles about citizen e-participation which based on the government website, citizen e-participation which combined with emerging IT, and the efficacy of political participation. The first part of this paper constructs the whole paper research framework, and does a brief explanation to the research method and the innovative points.The second part of this paper briefly explained some of the important concepts appearing in this document, such as public policy make, civic engagement and citizen e-participation, social media and web2.0.The third part of this article introduced postmodern public administration discourse theory, study public policy formulation in the context of discourse in our country, analyzed combined with social media features,so that to provide theoretical support for later study.The fourth part represented by micro loggings, blogs, wikis, combined with case studies, then it analyzed the status quo and related advantages of citizens’using social media to participate in the public making.The fifth part summed up some limited of social media to participate in public policy, such as expending the participation of non-rational and non-standardized, digital divide tendency, hidden worries of elitism and populism, awareness of e-participation,the spiral of silence effect, the lag of e-government construction.The six part aim at the problem which analyzed in the fifth part give the corresponding solution strategy from the citizen level and government level.
