Therefore, how to reform the public welfare scientific research institution becomes a research program that has significant theoretical meaning and realistic meaning.The article starts with the background and meaning of the research relative to the public welfare scientific research institutions, firstly systematically analyses the concept and the classification, analyses the characteristic, functions and effects, expounds the theoretical bases and significations of the reform of the public welfare scientific research institutions. Secondly, this article traces the development context and the main experience of the reform of provincial public welfare scientific research institutions in Liaoning. Taking the status in the provincial public welfare scientific research institutions of Department of Science and Technology the Government of Liaoning Province as the example, this article analyses the issues respectively from the agency positioning and setup, policy, funds, system and management five levels. Thirdly, the article briefly introduces the reform status of the public welfare scientific research institutions home and abroad, and thoroughly analyzes and summarizes the experience and enlightenment to reform of provincial public welfare scientific research institutions in Liaoning. Last, this article focuses on the function orientation of reforming the provincial public welfare scientific research institutions and perfects its classification standards and operation mechanism. Then it puts forward reforming countermeasures from three aspects including policy, public service management system and internal management system and operational mechanism.
