Public institutions are public service organization,China has started the classification reform of public institutions,aiming to stimulate the vitality of institutions,to improve the quality and efficiency of public services and to achieve equalization of public services.The reforming of institutions are of great significance to the diversification of Public Service System,the improvement of the level of social governance,the improvement of basic public services,the promotion of social equity and justice and the promotion of the transformation of government functions.Compensation management is the key module of human resource management,compensation design is based on the actual situation of the organization,in close connection with the organization's strategy and culture,follow the distribution according to work,giving priority to efficiency,taking into account the principle of equitable and sustainable development,designing the staff salary in content,structure and level,in order to give full play of the incentive function of compensation and play an important role in safeguarding the system for the survival and development of enterprises.With the deepening of the market economy system,operating institutions actively participate in market competition,to meet the market needs of economic development.However,its presence low wages,unreasonable wage differentials and imperfect salary management system increasingly prominent,has greatly weakened the effect of incentive of compensation management,and has been unable to adapt to the objective requirements of the current wage system and economic operation.After the restructuring of public institutions,since the existing salary system problems led to the survival and development of this institutions under increasing pressure,compensation reform lack the overall plan and framework,it should develop a reasonable pay system designing process and support measures,in order to ensure the smooth implementation of the reform of salary system.In this paper,human resource management disciplines such as compensation management,compensation design and employee motivation theories is cited as a guideline to direct the restructuring of public institutions.In the background of reforming of public institutions,discussing problems and countermeasures of its compensation system.Combining case analysis,taking C center as an example,described its current situation and problems of the organization's compensation system,carried out the compensation design,analyzed specific implementation strategies and supporting safeguards,in order to provide theoretical support for Compensation Design of operating institutions in China.
