In order to improve the level of the management of the city, Changsha has founded urban management enforcement since2000, executing all of or part of the enforcement power of industry and commerce, urban planning, landscaping, traffic management, envirionmental sanitation and so on. The object of this paper is the urban management enforcement of Changsha city, started with a history of the city’s development of urban management enforcement. This paper is divided into4sections.Firstly, this paper introduces the background, significance, the status quo of research home and abroad, the basic idea and main methods, and also mentions the innovation and defects of this paper. Secondly, this paper suggests the concept of urban management team and the enforcement, and elaborates the theoretical basis of the construction of urban management enforcement. Thirdly, this paper applies the new public service theory and public relation theory, and leads in the political psychophysiology and the needs theory, intend to find the similarity of urban management enforcement and these theories, in order to follow the tendency of constructing service-oriented government. Moreover, this paper analyzes the status quo of the construction of urban management enforcement. According to this paper, the biggest challenge of constructing urban management enforcement is ideological and political construction, and the leadership cannot be ignored. After14years’ exploration and hard work, the construction of management system hasn’t caught up with the adjustment of the system change, and the role of system safeguard is restricted, and causes the instability of the team to a certain extent. Also, the quality construction and the defects of the image construction expose all the team’s own problems.This article revolves around the four problems, analyzes its reason, trying to explore a development path suited to urban management team construction. Leaders’ great concern, the correct concept of enforcement and the emotional care could arm the thought of the urban management team from top to bottom. A sound urban management system guarantees the effective operation and stability of the team; Political and moral quality and so on, the six aspects are advantageous to the urban management enforcement to further improve the working manner; Image work, propaganda guidance could promote the mutual understanding and harmony between the enforcer and the ordinary people.
