The Research Of Foreign Direct Investment Utilization In Sanya Public Service

Since the national implementation of Hainan international tourism island, Sanya city which as the most well-known tourist city in Hainan Province achieve high-speed development. With the development of economy, the public demand for public services also shows rapid growth trend in Sanya, the contradiction between the increasing demand of public service and the slow development of public service supply have became increasingly prominent. In order to solve this problem, according to the characteristics of Sanya city, using the foreign direct investment effectively to accelerate the development of public service, and to improve the level of the supply of public service in Sanya city is imperative.This paper is based on the public choice theory, new public management theory and governance theory, respectively from two angle--the state and Sanya city,to study the result and problem of the foreign direct investment utilization in public service, thur come to the conclusion that promote the reform of market-oriented public service in China is the core power which can make it develope high effective, then put forward strategy for the efficient use of foreign direct investment to develop the public service.The paper is divides four parts:the first part is the theoretical basis and the practical requirements of foreign direct investment utilization in the public service, explain the concepts and theoretical basis which relate to public service of foreign direct investment utilization, analyze the practical requirements of foreign direct investment utilization in the public service; The second part is about the present situation and the effectiveness of foreign direct investment utilization in public service, analyse the present situation and the effectiveness from the state and Sanya city respectively; The third part is the main problems of foreign direct investment utilization in public service and the root causes of problems, analyzes the common problems and restricting factors respectively from the perspective of the state and Sanya city; The fourth part is giving countermeasures and suggestions to promote the development of foreign direct investment utilization in public service efficient, put forward countermeasures to effective push forward the reform of market-oriented public service in our country, and to promote the development of public service of foreign direct investment utilization in Sanya efficient.
