The21st century is people management and competitive era,economic globalization isfacing a new round of more intense competition, human resources has become a unit, aregion or even a country’s survival and development of important resources, JLS Institute asState-owned institutions, in order to maintain a competitive advantage in the competition,occupy a central position in economic development, try to create a general environment foradapting to reform of public institute, it should be focusing on the most important humanresources, the most common and generalized compensation incentives. Effectivecompensation incentives can stimulate employee’s enthusiasm and initiative, enableorganizations to operate effectively, promote standardization and scientific organizations toachieve.In this paper, focusing the concrete conditions of JLS Institute, using incentivecompensation theory, equity theory and expectancy theory, combined with the actualsituation at the present stage of JLS Research Institute, examine incentive problems that existin JLS Institue at the macroscopic level, dig deep seated reason, in order to optimize theoperational issues of compensation incentive for JLS Institute on the whole, enhance andimprove the efficiency and effect of compensation incentives for the JLS Institute.In this paper, JLS Institute as the main background, the main contents are divided intoseveral parts to study its salary incentive problems. Firstly, the research background,theoretical and practical significance, research of this paper targets of salary system,analying JLS Research Institute as the main case,provide examples for restructuring of otherInstitutes; the second part is general situation of Institute introduced and explained,including the basic situation of the Institute, employees and organizational settings,characteristics of missing talanted persons with strong scientific and professional quality,high-risk investments and comprehensive quality etc. The third chapter is forcusing thedesign of salary system of JLS Institute, mainly based of the compensation philosophyquestion, analysis of compensation incentives, design salary management system, at thesame time depending on the circumstances existing JLS Research Institute for paymanagement system design a new incentive system. The fourth part is a part of the solution, discussed the Institute of the restructuring process of the implementation of incentive payand security issues, mainly create a new incentive compensation philosophy, establish andimprove the incentive compensation system, solve performance communication problems ofCompensation incentives and other innovative optimization programs. Pointed solutions ofMainly specific circumstances and issues raised by Chapter III are given in ChapterIV,which plays an important role for constructing JLS Institute of incentive system. The lastpart is the conclusion, summed up the experience of institutions during JLS ResearchInstitute, the study of other state-owned enterprises of the restructuring process hasreference.
