The reform of public institution is a hot topic at present.In China,public institution is a large but unique group,which contains two modes of public welfare and business.Among them,operational public institutions mainly take the government scientific research education research institute,the quality inspection station and inspection institute under the authority department,and the appraisal center under the judicial department,etc.,which occupy an absolutely important position in public institutions.For engineering technology research and development institutions,technical researchers are the core resources of the unit,with an important position.And the technical researchers also have very special professional characteristics and industry characteristics.The research shows that the occurrence of some group events is also greatly related to these characteristics.This paper takes GJY research institute as an example,which is mainly engaged in special equipment inspection and testing,scientific research,and inspection equipment product research and development.In the past,it was a public institution.However,in the process of reform,a large number of technology r&d personnel have been lost.I learned about the personality characteristics of technical r&d personnel through consulting materials,conducted face-to-face interviews with the employees who left the company,conducted a questionnaire survey on the turnover intention of the employees who did not leave the company,and made differentiation comparison with similar situations of the same domestic enterprises.The typical representative cases are selected for analysis.However,in the process of transforming into an enterprise,many public institutions have encountered a large number of losses of core technology r&d talents.This will bring serious influence on the smooth transition of the unit reform and the marketization development in the future.This paper takes engineering technology public institutions as the carrier,with the core technology r&d personnel as the sample,and takes GJY research institute with typical representative significance in the industry as the case to study the phenomenon of brain drain in such institutions in the reform process,analyze the causes of brain drain,and propose reasonable relevant solutions.
