At present, in addition to few pure public survey institutions, water conservancy surveydesign and other institutions to restructuring is an inevitable trend. The goal of restructuring is theestablishment of modern enterprise system, and how to incentive the human capital effectivelyafter the reform is a realistic problem which we must confront. Practice has proved that the wageincentive alone can not meet the effective incentives of human capital, especially human capital inthe key positions. Post bonus institution given the human capital involved in the distribution ofprofits is able to achieve the organic unity of enterprise development and human capitalincentives.This article aims to explore the human capital incentive system after the reform of theprovincial Water Resources Survey and Design Institute.After the comparative analysis of equityincentives, the project incentive system of bonus incentives and the job dividend post bonussystem, it is suitable for incentives in the form of human capital to implement the job dividendpost bonus system after the restructuring of the provincial Water Resources Survey and DesignInstitute. The theory of the post bonus system based on human capital to participate in profitdistribution theory. Next, the conditions of the post bonus institution implemented after theProvincial Water Conservancy Survey and Design Institute of restructuring were analyzed, cometo the conclusion of the implementation of the post bonus institution is feasible.Then, the Water Survey and Design Institute of Hunan Province as a case, combined with theactual situation of Water Survey and Design Institute in Hunan Province, found the principles andthe general ideas of the reform of the system, then devised a set of post bonus system tentatively.Finally, on the basis of theoretical analysis and case studies, related suggestions about severalissues of the post bonus institution that should be noted in the Provincial Water ConservancySurvey and Design Institute were proposed.
