Research On The Municipal District Administrative System Reform Under "Province Managing County" Background

With the gradual establishment of market economy system in China, in order tofurther streamline the grass-roots government management system, reducing layers ofmanagement and improving administrative efficiency, province managing countysystem returns to the stage of history instead of city managing county system. After tenyears of exploration and practice, the superiority of the province managing countysystem has been fully revealed， economic development of county has obtained therapid. At the same time, province managing county has widened developing distancewith the same as the organizational system of county area of the city, especially after thecities losing the administration authority of counties. In order to keep their core status,these losing administration authority cities move up their power center. After theseseries of action, it seriously affects cities development process. Municipal districtsystem reform is a matter of great urgency.In this paper, the author puts the province, city, county and district as a wholeenvironment under the background of province managing county reform system,through the analysis the relationship of province managing county, city managingcounty and municipal district system from the local historical cause, development andevolution trend and the relation between advantages and disadvantages relation. Thispaper as the example of Erdaojiang district, from five parts of functions of thegovernment, administrative system, financial system, the management authorityanalysis, expounds the importance of municipal district system in the form of a case.The municipal district of reform is from two aspects of theory and practice. One isbased on the current domestic relevant reform suggestions combing the municipaldistrict, draws a strong adjustment function, area expansion and strong and weak areathree mainstream views. At the same time, the United States, Japan, Taiwan, Dongguan,these four representative countries and regions, by the study of theadministrative system of local government, found that most of the countries and the areaof administrative levels is less, generally used level of government, three-levelmanagement" model, gets some enlightenment from the perspective of empirical athome and abroad; Second, by using the theory of public administration and publicorganization theory in organizational structure, organizational culture and knowledge,for the reform of municipal district management concept, management mode, someproblems in administrative levels of theoretical thinking.Based on theoretical verification and analysis on the facts, this paper provide andargument several core issues. Under “province managing county” background,weakening the municipal district in strengthen the city while right will become the maindirection of the reform of regional administrative system in China in the future. Thespecific path of the system reform of municipal district should work from easy todifficult, step by step, according to the municipal districts respectively to treat them.Proposed the weak area from area, made district and on the premise of weak zonefunction adjust different methods, such as, the shallow analysis at the same time. Finally,under the background of the province managing county, municipal districtadministrative system reform has made the summary and outlook.
