Study On The Province Directly Managing County System Reform In Hubei

The reform on "county directly under the jurisdiction of province"(hereafter referred to as RCDJP)transfers the local government's administrative management model from the "province-city-county-country" into "provincial-county-country",which is the need of overcoming the malpractice of "county directly under the jurisdiction of city" system and developing country economy,is rational choice of improving administrative efficiency and increasing the supply of public goods.RCDJP in Hubei is composed of "Administrative Province Directly Managing County","Expanding the Strong County's Power" and "Financial province directly managing county" three modes and has undergone the transition from passive reform driven by political interest into initiative selection.Through the implementation effectiveness evaluation of the reform on "county directly under the jurisdiction of province" in Hubei from county economy,administrative efficiency and public services three dimensions,the study has found:From the perspective of per capita GDP,RCDJP in Hubei has a significant positive effect on the development of county economy,and the higher the level of county's economic development,the greater the impact of promotion.It shows that the implementation of the reform needs necessary economic basis.As the difference between counties,the reform should be classified instead of "cut it even at one stroke".From the point of view of administrative fees,the effectiveness of the reform in Hubei hasn't an obvious effect on improving the administrative efficiency.Possible reasons conclude the substantial increase in the provincial government's management span,dismemberment on the county regime by vertical governmental departments,and supervision "vacuum" on the delegated authority.Therefore,it is very necessary to narrow the management span of provincial government,rationalize the relationship between vertical management departments and local governments,and construct county regime supervision mechanism.From the viewpoint of serviceable public goods supply,RCDJP in Hubei hasn't an obvious effect on improving the level of public service,which possibly results from no match between local government's responsibility and financial power,negative competition and lack of cooperation between city and county.Through the above analysis,this study hopes to provide a kind of possibility that evaluating implementation effectiveness of the reform on "county directly under the jurisdiction of province" in Hubei in the method of empirical analysis.
