Inquiry On The Reform Of Administrative Management System About Changing County Into Municipal District

The Seventeen National Congress of the CPC have made strategic plan of accelerating the reform of administrative management system,and the Second Plenary Session of The Seventeenth Central Committee have put forward Opinions on Further Reforming the Government Administration System.Under such political background,municipal districts,as the general political climate that local governments annul city and change county into municipal district,come into being. However,the difficulties of administrating become more and more obvious.The theory circles and all levels of governments attach great importance on the issue,and they have made some helpful explorations and certain effects and have accumulated some experiences on how to govern the municipal district and solve the problems of its relative slow growing and lower developing power.Combining the analysis of present developing situations of 15 municipal districts in Anhui Province on the terms of the history and function of our country's municipal district,the thesis focuses on seeking effective reforming methods,points the existing malpractices of the function and raises the problems in the development of municipal district.The thesis explores the root of the present systemic restriction from the perspective of situation distinction,distribution of rights and obligations,functional definition,system and theory.Comparing the government functions of municipal district in China mainland with those in HKSAR,Taiwan District,South Korea, Japan and USA,the author has got beneficial reference and enlightenment.And on the basis,the thesis further demonstrates the necessity of the reform of administrative management system of municipal district and from the path selection of reform,puts forward some suggestions about legal definition,scientific distribution,partial authorization,reasonable division of personnel right,equalizing rights and obligations and so on.The structural arrangement as following:Chapter One mainly introduces the choice of the thesis subject,related concepts and the thoughts and methods of research;Chapter Two demonstrates the development difficulties of municipal district from some sources and examples;Chapter Three makes a thorough analysis about the origin of such difficulties;Chapter Four is inspiration got from the experiences at home and abroad;Chapter Five discusses the necessity of the reform of administrative management system of municipal district;Chapter Six put forward the path selection of system reforming;Chapter Seven is the conclusion and prospect.
