Community services are of vital importance in the social construction. The pronounced administrative duties and inconvenient handy service for the public are the characteristics of self-construction of neighborhood committee that result from the influence of both historical and realistic factors. Specifically, the ineffective communication exists among the stakeholders of community owing to the diverse expectations of different beneficiaries on community and neighborhood committee. Moreover, the inability of neighborhood community to meet the expectations at the same time will lead to the dislocation and confrontation of roles in community service from which the monotonous and limited content and range of actual community service and inadaptation of the new issues and expectations in the developing society are generated. Based on the study of available literatures and information collected and collated through a field investigation, this thesis elaborates on the study of the roles of D community in community services under the situation that community services are undertaken by official social service agencies. Consequently, this article analyzes the role confrontations of D community out of three different expectations vary from the expectations of district government on neighboring committee, community residents’ expectations on neighboring committee to the expectations of social service agencies on their work. In addition, the role of community in community services is determined by various recognition and systems of subjects of rights and obligations. Generally speaking, in D community of Kunming, the governmental purchase of social services is still in its infancy stage. The long standing confrontation of roles in the supply of social services requires D community to improve the recognition on the roles, to adjust and replay the roles so as to play the right roles in community services accordingly.
