Training and selecting female cadres is becoming an important measurement of national political democracy and social progress gradually. The proportion of female cadres in world’s major developed countries has maintained a high level, some countries even elected a female head of state, such as South Korean President Piao Jinhui. However, due to various reasons, the quantity and quality of female cadres in our country have a large gap with the developed countries. In recent years, female leader has become a beautiful landscape in the political circle, a growing number of female cadres have taken part in different level leadership positions in government、enterprises and institutions, and their overall quality is increasing day by day, and also the quantity and quality of female cadres have been growing. We confirm our great achievements in promoting women to take part in politics and talking about the politics, but also we should clearly understand that there are still many problems in the training work of female cadres. Compared to the large group of male leadership, female cadres is still at a disadvantage in politics government. Therefore, in the new historical period, researching training and selection of female cadres has a very important theoretical and practical significance. In this paper, the author cited the case of female cadres in Heilongjiang province as the research object, with the method of theoretical analysis and data analysis, summarized the achievements of Heilongjiang Province, analyzed the existing problems and the reasons behind it, and ultimately to explored the problem suggestions from multiple angles.This paper is divided into five parts, the first part is an introduction, mainly introducing the background and significance of the research, conducting and summarizing the research status of female cadres training and identifying the shortcomings of existing research and describing the contents and research ideas. The second part is the theoretical basis of the study. At first, the author defined the concept of female cadres, summarized the main characteristics and general law of the female cadres training, and expounded Marx’s views on women and human capital theory. Part III and IV are the core sections of this paper, part III is the status of female cadres in Heilongjiang Province, it mainly introduced the achievements of female cadre training made in Heilongjiang Province, the main problems find out the reasons behind it. Chapter IV is policy recommendations on the basis of existing research, we propose a method of promoting female cadres training and hope this will provide a reference value for the practical and theoretical training of female cadres.
