Study On Accountability Mechanism Of China’s Public Service Outsourcing Government Regulation Failure

With the development of the scientific and technological level， as well as theimprovement of people’s living standards， the demand of the people’s material andcultural grow quickly. The new public management theory and new public servicetheory can satisfy this demand. If the government as the direct producer of publicservice，there will be some drawbacks， such as the low service efficiency， lack ofcompetition， lack of power， easily lead to monopoly and the loss of social welfare，thus it is difficult to meet the increasingly affluent people’s demand，which requires theinnovation of public service supply mode of public service reform from the universallaw of view， the government should withdraw from those areas "not the tube， tube，tube is not good"， try to transfer that can bear， by the social public organizations bythe market adjust itself functions， from "paddle" function， and then put main energyin the specified public policy， decision-making， provide public products and publicservice， the performance "at the helm" functions. But the outsourcing of public servicesystem in our country is not perfect，there are a large number of government regulatoryfailure situation， in the process also inevitably some government responsibility isunclear， lack of responsibility. At present， China is vigorously promote theconstruction of service-oriented government， one of the goals of a service-orientedgovernment is to build a responsible government. Therefore，the service outsourcing ofpublic regulatory failure of government accountability is particularly important. Thispaper attempts from the subject， the object of accountability， asked the principles andways of responsibility， accountability procedures for its design， hope to establish amore perfect supervision mechanism of accountability， and widen the servicegovernment public service outsourcing process， channel， strengthening thegovernment responsibility consciousness， more clearly know the outsourcing service，will always remain in the government responsibility. And then promote the publicservice outsourcing process.
