Thirty years of reform and opening, some local governments gradually violated its due responsibilities in social management and public services, Government merely pursuit of economic growth and interference in the normal market order.The role of government in market economy from a night watchman into a participant and transform itself into a profit-maximizing firm.In recent years, the rapid development of the real estate market has become a pillar industry of the local economy,local governments by controlling a large number of economic resources and administrative powers involved in the real estate market for the pursuit of profit,they get huge profits and become an important stakeholder in the real estate market.Specifically, on revenue of local governments for the purpose of maximizing their own interests on the land transfer payments and over-reliance on property taxes generated, they also negatively treat central control policies, in order to ensure their own economic interests in the property is not damaged.On the other hand, some local government departments and members of the organization but also the pursuit of economic interests of the real estate market through the alienation of public power, which led to the demolition of violence, corruption and other cases of land increased.In the real estate market, the local government corporation behavior is worthy of our attention and reflection.Today, China’s reform has entered the critical period named of "no progress is regress", the local government corporation behavior increased the difficulty of the real estate market and the market economy reforms.
