New urbanization links closely with the real estate industry, compared withthe high level industrialization, that is the insufficient domestic demand, thenegative effects of China’s urbanization rate has been exposed. The urbanizationin eighteenth National People’s Congress’s report has been mentioned over seventimes, and new urbanization has become the national strategic goals. Facing thepresent situation, i.e. the failure of China’s current demographic dividend andlagged urbanization in certain degree, new urbanization is regarded as animportant means to create new growth point of China’s economy and to expanddomestic demand. Advancing urbanization inevitably increase demand for urbanhousing goods. But since2005, prices too high, soaring to swig up the cost ofurbanization, actually hindered the process of urbanization. This requires thegovernment macro-control real estate market, make clear that the basic attributesof urban housing is to ensure the necessary subsistence in the reproduction oflabor, put the standpoint of the real estate policies onto giving priority to ensuringthe rigid requirements and improve demand, ensure that workers can use sociallynecessary labor expense, that is to say certain years of household disposableincome, purchase a commodity housing in line with well-off standard of living,make the state-owned enterprises to become the main force of public rentalhousing and affordable housing’s construction, commit the social responsibility tostabilize housing prices and rent prices. Timely introduce the impose of propertytax and implement a progressive tax rate differences, and collect personal incometax on the profit of real estate transactions progressively, and use the tax leverageto curb property speculation. In the end, let the reasonable prices become animportant force in promoting urbanization.In China, there will be more than300million farmers to move into the cityand become "citizens" in the near future, a large number of migrant might take therisk of "be urbanized". Promoting farmers move into downtown and newurbanization is a system engineering, the first thing has to solve the problem of farmers whether live steady, comfortably or not in the city. Farmers moving intotown is not as simple as the family moved to the city, but make farmers reallyintegrated into urban life, to be the owner of the city. We must treat the migrantworkers as “citizens”. This need local government functions’ reposition, andfarmers enjoy the urban basic public services, including children have equal rightto receive education, famers have the right of employment and entrepreneurship,social security rights, basic health care and housing security etc. This requiresappropriate policy adjustments, top-level design, implementing as soon aspossible. Increase the pulling force of urban population migration to attractfarmers to stay towns, promote urbanization ultimately.The innovation of this paper is that it conducted an in-depth analysis on thecurrent financial problems of local government land, and find out the appropriatesolutions combined with academic theory.
