Research On The Construction Of City Community Service Type Party Organization

To strengthen service community Party organization is an important step to realize the vision that lay solid foundation of Party’s long-term reign, as well as push basic Party organization innovative development since 18 th National Congress of the Communist Party of China(CPC). Community is the basic cell of urban economy and social activities. Community Party organization plays the core role from both political and leading perspective during the development of community economy and society management. Adapting the new changes and requirements during the transitional development of urban economy, linking theory with practice, and continuously improving community Party organization ability to serve reform, serve development, serve human-oriented society, serve people, serve party member not only concern harmonious city construction and Party’s style of work, but also matter to Party’s base.The thesis mainly contains six sections: 1. Introduction: to simply introduce the problem, researching background and methods as well as structure, also with the initiative points of this paper. 2. Defining concepts: Given the definition to five dimensions, including community, urban community, urban community Party’s organization, and basic service Party’s organization. This part also analyzes the theoretical support for urban community service Party’s organization constructing, and summarizes the key achievements. 3. Expounding the necessity and urgency for building urban community service Party’s organization. It’s not only the demand from transformation of social management system, but also inevitable requirement from pushing basic Party’s building transformation and upgrade. What’s more, it’s the foundation to strengthen Party’s government. 4. Analysis to existing problems and causes from perspectives that marginalization of core position, popularization of civil servant, formalization of service, unilateral of service mode, and isolation of work body. 5. Suggestions: Give advice to urban community service Party’s organization from below five aspects:(1) consolidate core status and coordinate development of routine work & serving mass;(2) improve service level through building the Party characterized by learning;(3) enhance service effectiveness through building the Party characterized by initiative spirits;(4) build up flexible service team and increase motivation;(5) develop into linkage service mode and form resultant forces on service.
