Study On The Remaining-problems And Countermeasures Of Farmers’ Ideological And Moral Qualities Of The New Rural Construction In Our Country

The Eleventh Five-year Plan is the leading file which is about the new rural construction, which got billed by Plenum of the Communist Party of China, It pointed out that building a new socialist rural in China’s modernization process is a major historic task, it also pointed out that doing the new rural should insist a principle which says “development of production; affluent life; village civilization; village clean and tidy; democratic management”. The Eighteenth governmental work Report also pointed out that “to build a new rural, fully implement the Party’s rural policies and the people-beneficial policies to ensure food security and rural stability”. Only if ideological and ethical standards and scientific and cultural level of farmers are constantly improved and knowledge and civilization are seriously advocated by farmers, an honest and friendly social atmosphere can be achieved eventually. Only in this way can we build a new village with a full and sustainable development.This paper analyzes the relationship between the New Rural Construction and Farmer ideological and moral qualities by the means of questionnaires. Based on the New Rural Construction in the Peasants’ Moral Character Analysis, this paper get a point of some issues that concerning the farmer ideological and moral qualities, as follows, farmers’ knowledge of country’s law is short and negative, farmer’s superstition is deep, the attitude towards the construction of moral qualities is negative, these are caused by the low income of rural, the sense of law is light, and the system of rural farmer ideological and moral qualities are not matured, as well as some old rules and traditions. This paper aims to give some proposals on how to improve the farmers’ ideological and moral qualities. We should do the following things: enhance the construction power of the whole rural rural, narrow the gap of the income of the rural and the urban regions, make a major development of the rural ideological and moral education, sound the system of the rural ideological and moral education, to improve and make use of the local rules, reinforce the construction of the rural law- governance.
