China’s Partnership Diplomatic Strategy: Evaluation And Deepening

After the Cold War, China’s diplomatic strategy has new development; "partnership" diplomatic strategy has gradually formed in fact. This thesis has qualitatively analyzed the history and current situation of China’s "partnership" diplomatic strategy and its practice as a whole, and then put forward the tactics of optimizing this diplomatic strategy and its practice. Based on the theoretical analyses of China’s "partnership" diplomatic strategy, through the arrangement, analyses and induction of the joint statement, joint declaration and other diplomatic text, this thesis has attempted to classify the partnerships which China has established, and further analyzed the basic elements affecting the confirming of China’s partnerships.The theoretical analyses of China’s "partnership" diplomatic strategy started from the analyses of "partners", "partnership" and other related concepts, then traced the historical evolution of China’s diplomatic strategy, and elaborated the current China’s "partnership" diplomatic strategy. It is the overall plan and guidance which China generally seeks to establish specific partnership with other countries or international organizations. "Partnership" diplomatic strategy, which is characterized by equal, cooperative and open, is a rational strategic decision starting from the state interests and based on the comprehensive judgment of international situation and domestic reality.The practical analyses of China’s "partnership" diplomatic strategy has been classified the partnerships which China has established into cooperative partnerships and strategic partnerships, and further subdivided into five categories. Then the thesis has researched that the establishment and promoting of partnerships mainly depends on the following six basic elements:bilateral mutual trust, cooperation of mutual benefit, the institutionalization and mechanism of bilateral cooperation, the position of bilateral relations in the layout of its diplomatic strategy, the desire of developing bilateral relations, and the scope of bilateral relations. This thesis also reviewed the development of this diplomatic strategy practice. This diplomatic strategy and its practice can create a favorable external environment for China’s development, strengthen exchanges and cooperation between China and its partner countries, and promote the trend of world multi-polarization and the democratization of international relations. Finally, this thesis has conducted a prospective exploration of China’s "partnership" diplomatic strategy and its practice, and put forward the tactics of optimizing this diplomatic strategy and its practice.
