Rural grassroots party organization is the basic unit for party’s leadership in rural areas, which assumes the burden of leadingrural economic development, ensuring democracy at the grassrootslevel, developing all kinds of undertakings in rural areas. To realizethe goal of rural social development largely depends on whether therural party organizations can implement the party’s guidelines andline or not. Building new socialist countryside should not onlyfurther consolidate party’s ruling status in rural areas but also playa central role in rural construction. It requires strengthening theconstruction of rural grassroots party organizations, as well.In the process of building new socialist countryside, thegrass-roots party organizations have made great achievements inpromoting rural economic development, improving the quality ofparty members and cadres, accelerating the construction ofspiritual civilization, improving the party’s ruling environment,enhancing the party’s ruling ability and promoting democracy at thegrassroots level. They enhanced their governance ability bycontinuous efforts to deepen the reform of the party organizationsat the grass-roots level.However, with these achievements, there are also many problems to solve for the rural grass-roots party organizations,including the inharmonious relationship between party branch andvillage committee, the weakness and disunity of some grassrootsparty branches, the irrational structure in the Party branch, the lagof management method and philosophy, deficiency in constructionof honest administration, which has severely impacted the party’sconstruction and the party leadership role in the process of buildingnew socialist countryside.To strengthen the construction of rural grassroots partyorganizations, it is important to exert the social function of theparty organization. Currently our grass-roots party organizationstake the function of expressing public concerns relating to theirinterests, contacting with and serving for the masses, promotinginterests integration in rural areas, guiding the social harmonyand stability and stimulating rural economic development. With theentry points of these functions, we should perfect channels ofexpressing public concerns relating to their interests, keep closecontact with rural residents, achieve win-win in public interest andindividual rights, promote social harmony and stability in ruralareas, enhance organizational capability building of grass-rootsparty organizations in economic development, promote sound andrapid development of rural economy. On the basis of preformingsocial function of rural grassroots party organizations, we shouldfind a solution to problems in the construction of rural grassrootsparty organizations for their further development and exert thesocial function of of the party organizations at the grass-roots level.
