However,"Anti-Terror ism Law" didn’t make detailed provision on disposition steps of anti-terrorism on account of the tendency of neglect procedure and value entity in the early stage of anti-terrorism research. As an important part of anti-terrorism, anti-terrorism disposal is one of the most direct steps of anti-terrorism activities and the last line of defense to protect national interests, the lives and property of citizens. In the international and domestic, because anti-terrorism disposal mechanism is imperfect, cause anti-terrorism disposal failure case can be found everywhere, strengthening research on anti-terrorism disposal issue will be able to provide a useful reference for law-renovating and lower-level law-making and provide strong theoretical explanation on disposal of terrorist incidents in practice by counter-terrorism body at the same time.Firstly to foreign terrorist situation are analyzed, disposal legislation necessity and existing management specification of the advantages and disadvantages are pointed out. By comparison of the relevant anti-terrorism law and measures and foreign law, the paper is able to point out the pros and cons of China’s anti-terrorism law which has great guiding significance for next step lower-level law-making and law-renovating. Systematic study on anti-terrorism disposal will be able to fundamentally change the plight of law enforcement by China’s anti-terrorism body when performing specific disposal procedures and promote the construction and development of our country’s anti-terrorism law.
