Research On The Influence Of Civil Servants’ Political Culture To The Transformation Of Local Government Functions

At present,the transformation of government functions has become a major trend in the development of our government. With the rapidly advance of economic globalization and information,the government’s self-transformation is particularly important,the model of omnipotent government and planned government model has been unable to meet the needs of the current economic and social development,the transformation of government functions keeps reconstructing the relationship between government and market,society,citizen as the central task is becoming an important core of the current political and administrative system reform.The transformation of local government functions is an important part of our transformation of government functions-Although our country has been committed to promote the transformation of local government functions in recent years,such as to promote market play a decisive role in the allocation of resources,to promote the reform of administrative approval system,to commit to social construction,but the transformation of local government functions is still struggling.We have to explore the deeper factors about it to prescribe the right way to promote the transformation of local government functions.The current problems existing in the transformation of local government functions,such as the conflict of interests,the inefficiency of local government,the problems about"public"in the local government,it is affected by cultural deeply.Culture is"soft environmenf’of the transformation of local government functions,it supports and promotes the development of local government’s"hardware".So,I will pay more attention to influence of culture to the transformation of local government functions.Politics and Administration are closely tied,the development of administration is dominated by the politics.it is an inevitable choice to use political theory to explain the process of administration,to guide the action of administration when we study the government management.Political culture is an important cultural factor about current political development and the development of govemment.it will have a huge and deep influence for the transformation of local government functions.At present,scholars have not paid fully attention to this factor.This paper is In the perspective of political culture theory.trying to analyze its influence for the transformation of local government functions,thereby seeking to create a positive environment of political culture,and to promote the transformation of local government functions.Because of the delayed development of current civil society in our country,and the important position of civil servants in the transformation of local government functions,I will be civil servants as a bridge between political culture and the transformation of local government functions,namely the political culture influences the transformation of local government functions by acting on the civil servants.This research firstly discussed the role of civil servants in the transformation of local government functions,suggesting that the civil servants play important role in the transformation of local government functions.Then.on the basis of analyzing the present situation of our civil servants’ political culture,this research specifically discussed the positive and negative influence on the transformation of local government functions from the political culture of civil servants.Finally,the research proposed the key way to promote thetransformation of local government functions,that we should create a favorable environment of political culture for the transformation of local government functions.
