Nowadays, job burnout is a widespread phenomenon in all kinds of professions. This situation will influence people's working enthusiasm and job performance. The survey data of the first China"Job-burnout Index"(China HRD web) showed that the civil servant had the highest job-burnout ratio in all respondents. The ratio is 54.88%. As major undertakers for the country and social affairs, the work state of the civil servants will influence the ruling ability and the ruling level of our government. So the problem of civil servant must be solved timely. But the research of job-burnout is in the initial stage in our country. And whatever in abroad and in foreign countries, the researches of job-burnout are all concentrated in nurses, teachers and workers. There are only several researches related to this aspect. The research in the westen area is very necessary.Because the job-burnout has taken the profound influence for the organization's efficiency and people's enthusiasm, all kinds of profession attach great importance. And our country is in the transformation period, we will construct the service government, the responsibility government, the efficient government, redliche Regierung. The convert of the government in the function and the working content will be influenced the civil servants'working mode and daily life, etc. Through describe of the job-burnout, and the questionnaire for the 628 Chongqing Government civil servant and Sha Pingba District Government civil servant, we analysis the reason for the job-burnout in civil servant. In the same time, I analysis the influence of civil law and government transformation for the civil servants. we propose the solution measures to ease and solve the civil servants'job-burnout problem.
