Several Studies Of The Mobile Government Development In China

With China’s rapid economic development, the R&D ability and application ability of information technology are also ascending. The traditional Electronic Government and site office modes are unable to meet the more and more personalized demand and practical needs of the public. Mobile government was born as a new model. The application of the Mobile Government builds a platform between citizens, enterprises and government. Nowadays, China is in the special the special period of economic transition and social transformation, the acceptance and intention of usage for Mobile Government for different people have a big difference. How to grasp the mainstream influence factors, realizing a high public acceptance for Mobile Government is a challenging mission for China’s construction of Mobile Government. This paper focuses on the investigation of the influencing factors and optimized construction of the public acceptance for Mobile Government. It aims to have a benefit on the improvement and development of Mobile Government in China and provide reference and basis for the construction of Mobile Government.The first part of this paper reviews the relevant theories of Mobile Government. On the basis of these theories, a model to estimate the public acceptance for Mobile Government is built. Four different theories are introduced:the Innovation Diffusion Theory, the TAM Technology Acceptance Theory, the Commitment Trust Theory and the Seamless Government Theory. Seven representative elements are selected from the former three theories to establish the influence factor model of public acceptance for Mobile Government. Combining with the practice test, six influencing factors are finally extracted as the key point to increase the public acceptance for Mobile Government.The second part briefly introduces the development progress and research status of the Mobile Government in China in the past decades. In this part, a prediction of the future development trend of Mobile Government in our country is made, and the problems existing in the development are also analyzed. It concludes that the existing problems in the development of China’s Mobile Government are mainly concentrated in two aspects:in the subjective aspect, the public and the government both have a deviation in the cognition of Mobile Government; in the objective aspect, the Inadequate input, the non-standard management, the potential safety hazard and the lack of support from laws and regulations practical problems are all objective existence. In this part, Beijing, the best development city in China, is selected as an example to analyze the gap between our country and the world’s leading countries.In the third part, the countermeasures to optimize the construction of Mobile Government in China are proposed on the basis of the key influencing factors for the public to accept the Mobile Government obtained through the Seamless Government Theory. These counter-measures draw lessons from Singapore and Britain, which have rich experiences and advanced practices in the development of Mobile Government. The investigation of the influencing factors and optimized construction of the public acceptance for Mobile Government is benefit to promote the development of Mobile Government. It is of great significance to realize the construction of a service-oriented and seamless government.
