Along with the development of mobile technology and the arrival of the era of 3G,mobile communications tools such as mobile phones and PDA are more popular in our society. It is reported that there were more than 6.41 billion phone users in China until 31 December 2008, with a penetration rate approaching 50%. The appeal for mobility is more and more intense. Based on the fixed network, the traditional electronic government has failed to meet with these new trends and requirements. To adapt to the news trends, m-government, which is a combination of traditional electronic government and the mobile communication, arises at the historic moment, and, starting to attracting increasingly higher attention of governments all over the world.Though the penetration rates of mobile devices such as mobile phone is higher than the penetration rates of personal computer (PC) in China's, and mobile government is simple and convenient, easy to popularize,it has been a problem to make the public full acceptance of the mobile government and participate in m-government. As a new mode of government service, the promotion of m-government depends on the user's acceptance which including civil servants and the public. Thus the analysis of the influence factors to accept the m-government and to satisfy the need of the public is of great practical significance.According with the development of m-government in China, and with reference to the theory and research method of m-government abroad, we studied the acceptance of m-government users systematically. We tried to investigate the behavior of users by qualitative analysis and quantitative analysis. We establish the empirical model basing on the technology acceptance model, the innovation diffusion model and the theory of the trust.The final results of the study can be applied to the construction of m-government in China, helping the government making a better use of mobile communication technology promptly to the public service, improving the quality of management of public service, and leading to a new change to the mode of government service.
