A Study On The Change Of Rural Grass-roots Social Management System

Under the background of getting rid of urban-rural dual structure, promoting urban-rural integration, building a harmonious society, China’s rural society is undergoing profound changes. At the same time, the problem of grass-roots social management system reform is becoming more and more attention by people. CPC(Communist Party of China) Central Committee since the Fourth Plenary Session of the Sixteenth, has been emphasizing the importance of strengthening social management and innovation, the Third Plenum of eighteen again emphasized innovation and social management system, promoting national governance systems and governance modernization. And rural areas, as an important component of local society, in this current form, its management system in-depth research and exploration are particularly important, and have unprecedented significance. Meanwhile, historical experience tells us that learning from history can know the rise and fall, to better grasp the pulse of the times, to break the bottleneck in the development of rural grass-roots social management, to continue to deepen the rural grass-roots management system, we should carefully summarize the past experience gains and losses, through research and analysis of rural grass-roots social management system changes course, analysis of its internal logic and evolution of motivation, and better, more in line with China’s national conditions to explore the rural grass-roots social management system to deepen the path of the new era of innovation in order to guide the current grass-roots social management system in rural areas.Hence, the paper selects changes in rural grass-roots social management system as a research topic. The first part includes the first and second chapters. The chapter one introduces research background and significance, analyzes domestic and international research methods and situation on the rural social as a starting point for research in this paper. The chapter two discusses the core concepts of rural grass-roots social management, system change theory, and the theory of social management as the methodology of this paper. The second part consists of third, fourth, fifth chapters, as the main body of this paper. The chapter three, from a historical perspective, reviews the rural grass-roots social management system changes process, and made a detailed discussion on the origin, development and history comment for the four systems, "squire rule township," "people’s communes", "rural politics" and "rural community". Chapter four summarizes the characteristics of the social management system trends grassroots change, from four perspectives of economic, political, civic awareness, to promote in-depth analysis of globalization changes the logical motivation. Chapter five, on the basis of Chapter four, combines the innovative situation grass-roots social management system, and uses developing target model and basic principles to propose specific path of deepen innovation. The third part is last conclusion.
