A Study On The Change Of Urban Grass-roots Social Management System

Having been founded for more than60years， the new China’s economy andsociety have profound changes with the modernization， marketization andglobalization constantly developing in-depth， and it brought several great changesfor the urban grass-roots social management system. Now more and more peopleattach importance to the reform of the urban grass-roots social management system，Central Committee of the party had always emphasizing the importance of the socialmanagement and community construction since the16th National Party Congress.The18th National Party Congress also stresses that we should strengthen socialconstruction while improving people’s livelihood and innovation management， andaccelerate the reform of the social system and amplify the urban grass-roots socialmanagement system. Therefore， in order to instruct the performance of the reformpractice properly， we should sum up all the reform experience and relevant scholar’sresearch results and explore the changes of our county’s urban grass-roots socialmanagement system meaningfully with aim on the base of serious analysis andsystematic study， discover deep-seated connotation rooted in the reform from theaspect of changes， explore the specific facts and grasp the movements and trends ofthe reform， so that we can reform and innovate the grass-roots social managementsystem better.From this perspective， this article describes and analyzes the evolution of theorganizational system， management function and operation mechanism and exploresall the intrinsic link between the urban grass-roots social management system andnational social changes. Then it advances the possible countermeasures and path ofinnovating our country’s urban grass-roots social management system with aim bystudying the cause of the change of the urban grass-roots social management systemand its development trends.
