A Study On The System Of Government Information Publicity In China's Emergencies

Today,we all live in a society with a lot of emergencies.When an emergency occurs,people,money and things will suffer a huge loss.In our country,there are many unexpected events.In the event of emergencies,the government's initiative and comprehensive disclosure of relevant information is not only the key to effectively respond to emergencies,but also to protect the public's rights to know and safeguard public interests.In the law,China has promulgated the "Emergency Response Law","Government Information Disclosure Ordinance" on the information disclosure in the incident made the relevant provisions,to a certain extent,to promote China's emergencies in the government information disclosure system Development,but there are still some problems,including the public is not unified,The over-general contents lack of procedures,legislative methods are flawed and so on.In practice,there are still many problems,such as the government information disclosure is not timely,the lack of uniform information release agencies,the lack of positive interaction between the government and the media.We should focus on the current problems of Governmental information disclosure,analyze the reasons,and learn the advanced experience from foreign information disclosure and put forward suggestions.This paper is divided into six chapters: the first chapter introduces the basis of this paper,research value,research status and research methods.The second chapter mainly expounds the related theoretical problems,including the concept of Governmental information disclosure in emergencies,the theoretical basis and so on.The third chapter mainly analyzes the Government information disclosure system in the emergencies from the advanced countries and summarizes the experience,including the establishment of the crisis consciousness,the perfect law which emphasizes the establishment of the perfect government and the media communication mechanism.The fourth chapter mainly analyzes the current situation of Government information disclosure in China's emergencies and finds out the problems in its legislation and practice.In legislation,there are some problems,such as the inconsistency of the subject of public obligation,the general content of the public,the lack of public procedure,the defects of the legislative mode and so on.In practice,taking the "Oriental Star" as an example,this paper analyzes the problems existing in the practical level,including the less timely governmental information disclosure,the lack of uniform information release agencies,and Communication between government and the media is poor.The fifth chapter mainly puts forward the countermeasures to perfect the government information disclosure system in our country from the three aspects.First,it changes the concept of information disclosure from the perspective of the government and the citizens.Second,it is to improve the legislation of government information disclosure in emergencies,including the unified disclosure of the main body of obligations,detailed provisions of the public content,clearly defined procedures,promulgated the "Government Information Disclosure Law" to improve the legal system of government information disclosure.The third point is to strengthen the construction of governmental information disclosure in emergencies,including establish specialized agencies to manage the information in emergencies,strengthen the benign interaction between the government and the media,and improve the supervision and relief mechanism.The sixth chapter is the conclusion,which is mainly the summary of the thesis.
