Township government is the lowest level of government in our country, dealing directly with the farmers, and is the forefront of power of complying the party’s line, principles and policies. The major policies and measures about the "three rural" made by all levels of government are carried out and implemented specificlly by the township government and township civil servants. The township civil servants’job satisfaction will affect their work attitude, thereby affecting job performance is directly related to the effectiveness of the implementation of the township government and government targets and play a direct relationship between the new urbanization construction in China and solving of the "three rural" issues and building of overall harmonious society.Based on Two-factor Theory, using interviews and survey research method of combining, we plan an exploratory research impact on township civil servants’ job satisfaction factors and solutions to this problem of S County,Jiangsu Province. Analyze the important factors which affect the township civil servants’ job satisfaction and the actual impact of these factors,and point out the existence of the township civil servants incentive problems. Through a questionnaire survey found, S County township civil servants rank the dimensions of job satisfaction as follows: responsibility, job security, interpersonal relations, policy and management, the work itself, social status, future development, assessment and supervision, recognition and appreciation, a sense of accomplishment, promotion, working conditions, wages, personal life. Satisfaction lower is mainly promotion, working conditions, wages and personal lives. Analyse the terms of satisfaction and dissatisfaction aspects, and enhance the township civil servants’job satisfaction policy recommendations with Two-factor Theory:firstly, improve the unsatisfactory aspects of health factors. (1)Service-orientedly, re-adjust and position functions of township government. (2) The township government should arrange a reasonable working hours to maximize the protection of personal life. (3) Effectively promote grassroots township fiscal inclined to improve the working conditions of civil servants township. (4) Construct new wages and benefits system and performance appraisal system, and adhere to the spirit of material reward and motivate both. (5)Strengthen education and training, and improve the overall quality of the township civil servants. Secondly, improve incentives in terms of dissatisfaction. (1)Higher authorities reduce the number of inspections of township government competitions, and give full play to the role of the township government. (2)Establish multi-channel promotion incentives. (3)Build self incentives of township civil servants. Through the above measures,we have an aim at enhancing the township civil servants’ job satisfaction, improving the township civil servants’motivation, promoting the township government more efficient service to the "three rural" development and promoting social harmony and stability.
