Township Civil Servants are the most basic organizational units of civil servants in China,are the ties and concrete executors to carry out the party's policies and policies to the last kilometer,and bear the responsibility of every detail and high-intensity work pressure.In recent years,with the development of a series of key works and important projects,such as poverty alleviation,Blue-sky Defense and rural revitalization strategy,the intensity and pressure of township work have increased sharply.At the same time,the law consciousness and the right consciousness of the masses are becoming stronger and stronger.The township government civil servants are faced with great work pressure,life pressure and social pressure.However,according to the survey,the current problems of low salary,complicated work contents,sharp increase of work pressure and narrow promotion channels for township civil servants are highlighted In addition,the Organization Personnel Department of Civil Servants lack of incentive awareness,incentive measures,resulting in the township civil servants work enthusiasm is seriously inadequate.Therefore,how to further improve the incentive mechanism of township civil servants,for the promotion of service-oriented government,the full implementation of rural revitalization strategy,to achieve the new results of government restructuring has positive practical significance and theoretical value.This paper through the literature research method,questionnaire survey method,in-depth interview method to carry on the research,analyzes the domestic and foreign incentive theory research present situation,defines the township civil servant,the incentive meaning.Based on the questionnaire survey of township civil servants in D district,the present situation of their personnel structure,relevant incentive measures and satisfaction were analyzed.Through in-depth interviews with township civil servants in D district,this paper analyzes and summarizes the problems existing in the incentive mechanism of township civil servants in D district,summarizes the reasons,and puts forward some countermeasures to improve the incentive mechanism of township civil servants.Based on Herzberg's theory,this paper applies Herzberg's theory of double factors to improve the incentive mechanism of civil servants in D district.This paper applies Herzberg's theory of double factors to the management of township civil servants.The main methods are to establish a reasonable wage system,to ensure thenormal rest of civil servants,to improve the working environment,to improve the social status of civil servants,and to integrate psychological guidance into the training management system.At the same time,we should strengthen the function of incentive factors for township civil servants and improve the enthusiasm of township civil servants in their work.The main methods are to improve the career planning of civil servants,establish a performance appraisal system,broaden the channels of communication for civil servants' promotion,increase the education and training of civil servants,and enhance the attractiveness of jobs.
