Study Of Household Registration System Reform Based On Unified Urban And Rural Areas

The current household registration system of our country changed from coordinating the development of the society and economic in the early period after the founding of the People's Republic of China, gradually to the administrative means of restricting the residents'freedom of movement, this change has a far-reaching influence on economic and social development. Urban-rural dual structure of the household registration system has seriously impeded the economic and social development, hampered the most optimum distribution of human resources in the whole society, delayed the rural urbanization and modernization process, caused unfair treatment of citizens, impacted the social harmony and stability, and increased the treatment costs of the society. So, the household registration system reform is the key field of the reform at the present and future stages.The evolution process of urban-rural dual structure of the household registration system experienced formation, establishment and consolidation, and weakening three stages. On the bases of this system formed labor market, social security, education, public investment, tax, land and so on dual structure, at the same time, much additional function derived, in economic development, social structure, political rights, as well as the management mechanism, showed many negative effects.The reform of unified household registration in urban and rural areas of our country adopted the pattern of first pilot then spread. But whether is it"urban and rural harmonious"type of reform in Chengdu, or"access type"reform in Jinan, or"fully open"reform in Zhengzhou, the reform break the policy ice, but more or less lack of thoroughness, still have many problems to be solved. After the unification of the urban and rural household registration, there will form good social effect on achieving equality in citizenship, narrowing the gap between urban and rural areas, and will form significant economic effect on expanding the scale of city, promoting industrial and agricultural economic development, saving energy in order to improve environment, optimizing the industrial structure, and allocating the production factors.There are some discomfort factors in pilot area when carried out the reform of unified household registration in urban and rural areas. From the system aspect, after the unification of household registration in urban and rural areas, it will bring a good deal of discords and conflicts with present social security system, housing system, education system, military service system, family planning system. From the difference-based aspect of the household registration system reform in different areas, non-synchronous of the household registration system reform, differences of the economic development level, and differentiation of the additional related systems will create barriers to unify household registration in urban and rural areas. Therefore, medical security system which is basically unified, diversity, and capital free flow must be built according to the economic development level in different areas; expediting the establishment of the housing security system, improving low-rent housing system, bringing migrant workers into the urban housing security system.; solving the funds of rural compulsory education, abolishing the policy of educational inequality attached to the household registration; at the resettlement of the ex-serviceman, the ex-serviceman enjoy a unified install treatment; taking"after transfer"system to realize"free movement"of the residents among the country; strengthening the construction of the household registration law.
