Since china proposed the building of a government under the rule of law, all regions in accordance with the law the administrative aspects of government has made great achievements, but still exists the slogan, formal, practical and benefit tendency in different degree. The actual effect of law and administrative work is not obvious, the progress in the construction of the government under the rule of law is still slow, to promote the process of the rule of law, the micro rule of law is very important, a set of objective evaluation index can be unified, the rule of law, operation of the construction is very important for the construction of rule of law. Although the place on the rule of law of each evaluation index has carried on the beneficial exploration, but from the full realization of the request of rule of law is still not enough.
