The rise and development of the Western countries’ new public management movement " have had a profound influence public administration to the world’s governments. With the economic globalization, China has experienced significant information to industrial civilization and civilized social transformation of the transition period, the government administrative system also has been transformed from a traditional agricultural society. Reform of government administrative functions, building a service-oriented government has become the new target new era of government reform. Along with this change, the implementation of government actions has been endued a higher requirements, the performance appraisal for the leading cadres has a great significance to build the leading cadres contingent which is full of vigor and vitality,it’s also an important step towards government reform. It’s very necessary to study a scientific and efficient performance appraisal system for the new era. The third Plenary Session of the 18 th Central Committee of the Communist Party of China pointed out that we need to improve the cadre evaluation system, reform and improve development outcomes assessment system, correct simply to assess the economic growth performance of bias. As the reform measures, the organization department of the central committee of the CPC issued "on improving the local party leadership and cadres performance evaluation work notice" asked for a further regulate ways to assess the local party and government leaders. Leads a new definition for the formulation, implementation and the use of results. This paper bases on the 18 th CPC National Congress, the third plenary session of the 18 th CPC, the Central Organization Department’s "notice" spirit of the document, Learn from the experience and practice of assessment and abroad,simultaneously consider the Dalian’s status quo, this paper divided into four parts to research the Dalian’s party and government cadres appraisal system, and to make suggestions and recommendations for the establishment of a new performance appraisal system.
