It’s very necessary to study a scientific and efficient performance appraisal system for the new era. The third Plenary Session of the 18 th Central Committee of the Communist Party of China pointed out that we need to improve the cadre evaluation system, reform and improve development outcomes assessment system, correct simply to assess the economic growth performance of bias.
