In China, the key point of selecting and appointing leading cadres of the party and government is to choose right person and put him in a proper position. For cadres’selection and appointment, the article considers that performance appraisal is a kind of quantitative and effective talent evaluation method. If we can build up a set of performance appraisal system that fits for the public department, and use scientific data analysis method, it will promote the cadres’selection and appointment.The article researches the theory, the status, the development of electing leading cadres in public department and performance appraisal, the relationship between them. On the basis of TBA, how to set up the system which is valuable and proper is discussed on details. Operating the ideal system, the first step is to analyze the environment of the organization, make the group of evaluation clear, and build up a reasonable and quantitative system, design a distinct evaluation procedure, devote much attention to the inspiration of performance appraisal. Second is to grasp those essential factors, such as to draw up the plan reasonably, analyze and evaluate the cadres objectively, increase the efficiency of statistics, track on the long-term and dynamic investigation, get the supports of the decision-making group in compliance with the strategy.This article makes the purposeful analysis and research on solid evidence by AHP, Principal component and factor, long-term tracking and the questionnaire etc. Considering the efficiency, the quantity and the effect of the system operation, we explore the availability of satisfying the need of the public department with modern software and provide good ways of solving the important problem and overcoming the difficulty in real works.Meanwhile with the developing trend of the reform of China Human Resource Policy, the further working progress is deep considered and the thinking way and proposal of the improvement and perfecting is offered. The progress of making decision on electing the leading cadres becomes scientific and democratized in the action of the multilevel, different angle and long dimension quantitative performance appraisal system.
