Nowadays, it has become an urgent problem to deal with the relationship between the environment and economy development. Recent years, a series of public programs have great impact on the environment and also threaten the public health. As the rising of people’s consciousness of environment protection and democracy, public participation has greater and greater influence on the decision-making process of the public programs. However, owing to various reasons and sharp contradictions, the condition and effect of public participation is not so satisfactory. The text is based on the relevant theory from home and aboard. The theory used in this text is as follows:public choice theory, theory of multiple streams, governance and good governance theory, literature research method, comparative method, the combination of theory and cases. By analyzing the public participation and public program decision from the environmental perspective, the text concludes the problems in the public participation process. Effective experience on the public participation is got from studying the case of Japan, North Korea and Taiwan. The text finds out influence of the public participation has on decision-making process by using the theory of multiple streams and the actual situation in China, and brings about the solutions to improve the public participation and environment-oriented public program decision process and suggestions beneficial to the public participation in the democratic decision-making process by using the experience of other countries and districts and the risk management of public project. The study will have a guiding significance on realizing the rationalization and ordering of the public participation and the decision process of the public program. The author hopes to solve the dilemma of the public participation in China, rebuild the credibility of government and promote democracy.
