Urumqi Government Performance Study Of Low-carbon Construction

Urumqi as a national low-carbon strategies pilot city, will face the challenge of how to achieve the dual pressures and sustained economic growth and sustainable development of environmental ecology. Government, as the leader of low-carbon urban construction, the level of their performance has a significant impact on the completion of low-carbon urban construction goals. Performance assessment is an effective measure to promote low-carbon urban construction. Urumqi municipal government functions in a low-carbon urban construction activity in fulfillment of performance evaluation, will help promote the rapid development of low-carbon urban construction work, it is conducive to sustained economic growth and sustainable development of environmental ecology.Based on the theory and review of government performance and low-carbon city on related clarify the necessity of low-carbon urban construction, government performance evaluation, constructed government performance evaluation system, and the use of data envelopment analysis(DEA) and stochastic frontier Analysis Model(SFA) for the construction of Urumqi city government set up a low-carbon performance were evaluated and compared. Then, according to the results of the model analysis, from low-carbon performance concept, the legal system, the performance incentive mechanism, performance results back, we made suggestions to improve government performance six performance evaluation results made public and tripartite evaluation mechanism.Objectively reflect the results of the selected 13 cities governments in low-carbon urban construction work performance, the Urumqi municipal government’s performance in terms of low-carbon urban construction is on the middle level.
