Research On The Function Transformation Of The Sub-district Office Of "town To Street"

In China's grass-roots government organization system,Township Government and Street Office are the important constituent.They have both differences and similarities in the exercise of functions.With the development of urbanization,the scale of cities in some areas is getting larger and larger,and the demand for urban management is getting higher and higher.Therefore,the street office of “Town-to-Street” was born.The purpose of transforming Township Government into Street Office was to extend the government's service to the grassroots people,and to handle the development and management problems of cities better.However,in the process of implementation,it has been hampered by many problems.Because most of the Township Government that implement “Town-to-Street” are located in the urban fringe,urban-rural junction and rural developed areas,the development is insufficient.In the process of “Town-to-Street” reform,they often face complex social environment,so many problems exposed.For example,there are both rural areas and urban areas with insufficient development in “Town-to-Street” office,and there are both farmers and urban residents.So “Town-to-Street” office should consider rural development and urban management as a whole.And not only concentrating on economic development indicators,but also make achievements in agricultural development.Which resulted in a lack of focus on their work.In addition,due to the lack of national laws or local regulations,“Town-to-Street” office is also facing the embarrassment of status and situation after the restructuring.Higher governments and functional departments regard streets as their own “clerks” and constantly assign tasks,which were too heavy for “Town-to-Street” office to load.In addition to undertaking the task of rural management,“Town-to-Street” office should also take over the task of urban management.It should not only complete its own work,but also complete the work assigned by superior departments because of “territorial responsibility”.All kinds of realistic reasons have caused great difficulties to the exercise of function for “Town-to-Street” office,and have lead to the failure of function transformation.This paper takes Yushan Street Office as the research object,which was formed by town in Pingyin County.After researching the problems found in Yushan,we summarized the problems existing in our country's “Town-to-Street” Office,mainly including the overweight economic development function,the insufficient public service and urban management ability,etc.The main reasons are as follows: the related legal construction of “Town-to-Street” is lagging behind;the boundaries of power and responsibility is unclear;the environment of transforming Township into Street Office is immature;the evaluation system by superiors is imperfect.In view of the above reasons,this paper combined with the current research situation of experts and scholars and the practice of carrying out the functional reform of Street Office in advanced areas,then put forward some countermeasures to promote the function transformation of Street Office.Namely,speeding up the relevant legislation of Street Office,establishing a clear power and responsibility system for division of labor,drawing on the power of third parties,and establishing a scientific evaluation system,etc.
