The author believes that the work subdistrict-office has taken is vitally related to the fundamental of social development, the consequence of the failure subdistrict-office’s adjustment should make a great difference to the social development and people’s living quality.To make the study fit more to the reality, the author takes the case of XiaoBailou subdistrict-office where she works and introduces its sector settings and functions after institutional reformation, the problems that still exists aftermath and attemption of establishing ’Service Center for the people of XiaoBailou subdistrict-office’ to solve these problems. The running of the center also met some issue, and by this, the author exert herself to find out how should XiaoBailou subdistrict-office finish its transition of management functions such as straightening up the scope and authority of management, clearing its role positioning, finishing transition smoothly, strengthening the standardization the construction of system, accomplishing top-level design, improving the pertinence of reformation and so on, in order to play the role of grassroots governance better.
